Des Moines police said a worker at a care facility had been charged with sexual abuse after a resident became pregnant. Police said Napoleon Mbonyunkiza, 41, has been charged with third-degree sexual abuse, neglect of a dependent person and dependent adult abuse. Investigators said a 33-year-old severely mentally handicapped resident with cerebral palsy was found to be pregnant. The woman is wheelchair bound and is unable to speak words, write and has no way of communication. The pregnancy was terminated at 22 weeks.The woman is a resident at Mosaic, a care facility, located at 3114 E. 42nd.Police said several male staff workers voluntarily consented to having their DNA samples taken. Mbonyunkiza's DNA test came back as a match, police said.Police said Mosaic was instrumental in assisting in the investigation in conjunction with the Department of Inspections and Appeals.Mbonyunkiza was transported to Polk County Jail. He's being held on a $30,000 bond. [KCCI.com]"

WATERLOO, Iowa --- The city is entertaining plans for cameras to catch and ticket speeding motorists and those running red lights. Waterloo City Council members received a sales pitch Monday from representatives of Gatso USA Inc. of Beverly, Mass., which installed similar traffic devices in Cedar Rapids earlier this year. Mayor Buck Clark and a majority of the council members said they were willing to entertain employing the cameras, which are designed to improve roadway safety but have been panned by opponents as being invasions of privacy and city revenue boosters. Cough cough..I call bullish*t. In an interview, mayor Clark says they don't have the funds or sources to have someone watch a intersection for speeders and accidents. But now they have the funds and sources for someone in a different state to review countless hours of tapes to find speeders and record their license plate? Huh? Power and Greed ruins everything. Sure," it's all about safety" when you can...
